NFTZ Becomes the First “Fee-Free Zone” for Quality Inspection

Ningbo Inspection and Quarantine Bureau Free Trade Zone Office, the Administrative Committee and the Economic Development Bureau of Ningbo Free Trade Zone (NFTZ) and the Technology Center of Ningbo Inspection and Quarantine Bureau signed an agreement that from July 7, the government would shoulder the quality inspection fees of cross-border e-commerce import commodities in NFTZ, which meant NFTZ would be the first “fee-free zone” for the quality inspection of cross-border e-commerce commodities in China. 

According to the three-party agreement, the Technology Center of Ningbo Inspection and Quarantine Bureau will be in charge of the quality inspection by implementing quality risk monitoring which involves both online “mystery buyer” and “offline random inspection”, with fees paid by the government. Officials in the NFTZ Administrative Committee said that, “the ‘inspection fee free zone’ will benefit more than 500 cross-border e-commerce enterprises in NFTZ, lowering their operating costs.” However, this policy only covers commodities proved qualified through inspection and the company shall pay for the quality inspection of those substandard commodities, which in turn forces them to control their product quality.

On November 27, 2013, cross-border e-commerce was put into operation in NFTZ. To guarantee the product quality of cross-border e-commerce companies, NFTZ has carried out a model of “quarantine before entering the zone, inbound supervision, check before leaving the zone and follow-up supervision” to build “a traceability system for sources and flow of the commodities and a controllable process”. Over the past three years, this inspection model has intercepted 81 batches of substandard commodities, protecting the rights and interests of consumers in an effective fashion. In 2016, NFTZ achieved 4.68 billion yuan of cross-border imports, accounting for 87.1% of the city's total volume.
